STABILIZE BUILDING SITE AND EXPEDITE BUILDING PERMIT SUBMISSION

Vision: Stabilize and monitor the existing excavation and shoring system while meeting an aggressive building permit submission deadline.

Prior to Liberty Ridge acquiring the site, construction had been mismanaged and the existing excavation and shoring system required immediate attention. Once Liberty Ridge assumed ownership, its priority was to stabilize the shoring wall, implement ongoing monitoring, and address the City’s concerns regarding structural integrity. As a precautionary measure, the City required the shoring wall to be reinforced to support continued site safety.

At the same time, Liberty Ridge wanted to reposition the site for a future sale, which required a complete building permit submission. This created a critical timing issue: the Province of British Columbia’s building code was scheduled to be updated in December 2023. To proceed under the existing regulations, Liberty Ridge needed to submit its permit application by October 31, 2023. Missing that deadline would have required the project team to revise the drawings to comply with the new 2024 regulations, effectively restarting the permitting process. This would have delayed approvals by an estimated one to two years and added substantial costs to the proposed development.

ELM provided the construction expertise required to stabilize the shoring system and ensure ongoing monitoring. In just four months, ELM also worked closely with the City, Liberty Ridge’s consultant team, and the Receiver to compile and submit the building permit package ahead of the October 31, 2023 deadline. The submission was accepted without issue.
